2024年9月4日至6日,中美“21世纪20年代强化气候行动工作组”会议在中国北京召开。会议由中国气候变化事务特使刘振民与美国总统国际气候政策高级顾问约翰·波德斯塔共同主持,各自同事参加会谈。双方继续就解决气候危机进行讨论,包括实施各自2030年国家自主贡献(NDC)和准备各自2035年NDC。
双方欢迎在中美“21世纪20年代强化气候行动工作组”下已开展的技术和政策对话,包括能源转型、甲烷、循环经济和资源利用效率、低碳可持续省/州和城市四个专题小组下的相关交流,并期待继续交流。
刘振民特使和波德斯塔高级顾问也出席了9月6日举办的中美循环经济合作论坛和中美地方气候行动圆桌会。他们感谢中国驻美大使和美国驻华大使的参与。
双方重申将在《联合国气候变化框架公约》第二十九次缔约方大会(COP29)期间与COP29主席国阿塞拜疆共同举办“甲烷及其他非二氧化碳温室气体峰会”。双方也讨论了有兴趣鼓励各方参加峰会,并一起视情展示政策、行动和合作。
回顾他们共同承诺增进努力以到2030年制止和扭转森林减少,双方表示有意继续讨论和合作,以执行各自关于禁止非法进口的法律,并促进全球森林保护和可持续管理。
双方致力于进一步加强对话、协作努力,与各方一道支持主席国阿塞拜疆推动COP29取得成功,包括但不限于新集体量化目标和《巴黎协定》第六条的成果。

OnSeptember4-6,2024,ChinahostedinBeijingameetingoftheChina-U.S.WorkingGrouponEnhancingClimateActioninthe2020s,whichisco-ledbyChinaSpecialEnvoyforClimateChangeLiuZhenminandU.S.SeniorAdvisortothePresidentforInternationalClimatePolicyJohnPodestaandincludestheirrespectivecolleagues.Bothsidescontinuedtheirdiscussionsonaddressingtheclimatecrisis,includingimplementationofrespective2030NDCsandpreparationof2035NDCs.
BothsideswelcomedthetechnicalandpolicyexchangesthathavebeenconductedtodateundertheChina-U.S.WorkingGrouponEnhancingClimateActioninthe2020s,includingdiscussionsundertheenergytransition,methane,circulareconomyandresourceefficiency,andlow-carbonandsustainableprovinces/states&citiesfourSub-WorkingGroups,andlookedforwardtofurtherexchanges.
SpecialEnvoyLiuZhenminandSeniorAdvisorJohnPodestaalsoparticipatedintheChina-U.S.CircularEconomyCooperationForumandChina-U.S.SubnationalClimateActionRoundtable,convenedonSeptember6.TheyappreciatedtheparticipationbyChinaAmbassadortotheU.SandtheU.S.AmbassadortoChina.
Thetwosidesreaffirmedtheirintentiontojointlyhost,withtheCOP29PresidencyofAzerbaijan,aMethaneandOtherNon-CO2GreenhouseGasesSummitatCOP29.TheyalsodiscussedtheirinterestinencouragingotherstoparticipateintheSummitandjoinusinpresentingpolicies,actions,andcooperation,asappropriate.
Recallingtheircommitmenttoadvanceeffortstohaltandreverseforestlossby2030,thetwosidesexpressedtheirintentiontocontinuediscussionandcollaborativeeffortstoenforcetheirrespectivelawsonbanningillegalimports,andpromoteglobalforestconservationandsustainablemanagement.
Bothsidesarecommittedtofurtherstrengtheningdialogue,collaborativeefforts,andworkingwithotherPartiestosupporttheAzerbaijanPresidencyforasuccessfuloutcomeofCOP29,includingon,interalia,thenewcollectivequantifiedgoalandArticle6undertheParisAgreement.
